[HOW TO] Unlock locked folder during the SVN Commit or Update

Hello everyone, recently I got a problem while using the TortoiseSVN for the SVN commit. I was working on my project and I needed to commit the work through the SVN Commit but I got the message Commit Failed!!.

The Operation is failed.
The message shows that my current working folder is already locked. I tried to unlock folder by closing and trying but failed. I searched the solution to problem in Google but and tried but not worked properly.
But the best solution to this problem to remove the locked error in tortoise SVN commit or update just Click the right mouse->TortoiseSVN->Clean up.. You can check the options during the clean up process and the locked problem will be sloved.
Moreover sometimes the IDE like netbeans, eclipse will also create the problem if you are running the files so you can restart it also.
